BIO—DALE KUHLKA 

VICE DIRECTOR-CORRECTIONS

I received an Associate Degree from Mid-State Technical College in Wis. Rapids.   During college I was hired as a Reserve Deputy for the Wood Co. Sheriffs Dept. After getting married, I was found with the task of being a father. I left the Law Enforcement occupation to raise this family.  With special events in my life I was able to return to the Career I am in now. I worked for Wood Co. as a temporary full time Corrections Officer. I then received a full time job with Marathon Co. Sheriffs Dept. as a Corrections Officer. I soon left Marathon Co. to work full time with Wood Co. as a dispatcher/corrections officer. I have been with Wood Co. for over 3 years. In that time I have become a Field Training Officer. Because of the turn over I have been training new people in the dispatch center.  I would recommend the National Association of Field Training Officers to any FTO because of the FTO Triangle. This triangle includes Patrol, Corrections, and Communications, all working together to provide a well trained Officer. I tend to believe the resource of knowledge from all fields helps me in producing the best employee in the career of Law Enforcement as I can. What can I say, I love my job and I hope my attitude wears off on the new trainee.

BIO for Sgt. Douglas D. Ninmann  State Director Patrol

I have been in law enforcement since 1980  when I started working part-time for a small  village. At that time, there was not a type of organized training for a new recruit    When I look back, I was very fortunate to have a chief who realized that you can’t send a “newbie” on patrol without some type of training for the job other than recruit school. He did an evaluation /training with me in a very primitive form and I feel that without that training I could have gotten in some serious trouble.

I have been working with the Dodge County Sheriff’s Department since 1984. I started as a jailer, then to a graveyard shift deputy, where I got started in the FTO program as a trainer. I was involved in the -First FTO program at Dodge county Sheriff’s Department I then went to the PM shift and became a Sergeant.  I continue to train the new recruits and assist with the constant updates to our program. I also manage the snowmobile patrol, vehicle equipment and supply, along with the medical supply needs.

.In the interest of training new recruits, it has  been very rewarding to see these people make the right choices and knowing that I have been a positive influence on them.  I also work part-time as the Chief of Police for the Village of Reeseville. I oversee the administrative duties involved with the department as well as the four part-time officers. We are currently in the process of developing our own training program. 

My wife, Pat, also works for the Dodge County Sheriff’s Department as a Third Shift Communications Officer. We have five very active children. Brittany-15, John-13, Brett-1l, Jacob-9, and Kyle-9. All participate in sports and the many after school activities which keeps us running from town to town. When I do have a spare moment I also race at the  Dodge County Fairgrounds in the modified division. This is a great stress reliever!!!!

TIM SHAW—TREASURER: 

As the treasurer for NAFTO-WI Chapter, I have been working hard on obtaining our tax identification number. The process is very long and involved, but we have finally gotten into the home stretch.

Our Tax ID number has been received and is awaiting final approval from the IRS. I have enjoyed my tenor as the Treasurer for NAFTO and look forward to continuing to serve NAFTO.

I have been a police officer for sixteen years, serving part-time currently for two departments. I served thirteen years as a dispatcher for the County. In those thirteen years the last five were served as one of the FTO's.

I am an EMT-I for the City of Elkhorn and will begin my seventeenth years as an EMT. My current carrier path as the director of Emergency Management for Walworth County allows me to take all these skills and tie them together.

I work towards improving the training for the Law Enforcement units in Walworth County by bringing in additional training and providing information for training at the National EMI institute in Emmitsburg, MA.

Terrorism is the latest word in our field. Courses are being offered to assist Law Enforcement personnel in dealing with potential biological events. Local Law Enforcement will most likely be the first personnel on the scene of a potential event. Knowing how to escape and deal with the event is essential.

Telecommunicator courses are being gathered and put together by Milwaukee County E.M. and myself to assist them in recognizing a terrorism event. We are striving to educate them in what to listen for and make a rapid determination of the possible environment their sending units into.

 My leisure time is spent teaching kick boxing and practicing for upcoming matches.

Biography from the re­elected Vice Director of Communications:

Allow me to introduce myself my name is Mary Kay Beau, I am the Lead Communications Officer for the City of Fond du Lac Police Department. I have been employed with the city for 16 years.

I have cited several accomplishments during my career and I wear a variety of hats for the department. My main obligation is the Communications Center. We currently have nine fulltime communication officers and one part time position. The full timers work a 6-3 rotation and that includes the lead communications officer working the same rotation and sharing the same union.

During my career I have cited the following: I am certified Communications Training Officer through the Sokolove/Locke training program; I represent C.I.B. (Crime Information Bureau) as the T.A.C. (Time Agency Coordinator) training coordinator and the A.A.I. (Agency Assigned Instructor) of which I am responsible for certifying our department sworn staff on the MDT’s as mandated by C.I.B. and I also travel to other departments to certify their staff as well. I assist our department and others on the interview panels of future recruits, in 1993 I was awarded a Commanders Commen­dation Award from my department for my dedicated service; September 1995 I was approached by the department to join the S.W.A.T. team as the first female negotiator of which I accepted and then in 1998 I was appointed the Lead S.W.A.T. Negotiator. In October of 1995 I joined N.A.F.T.O. membership, October 1998 I was elected as the Region 3 Director of N.A.F.T.O., and October 1999 voted as Vice Director of Communications for N.A.F.T.O. and currently proudly hold that position with N.AF.T.O. Also for our department I am the CAD Administrator responsible for programming and maintaining our CAD software, and in April of 1999 I was nominated for “Dispatcher of the Year". 

I am very proud of what I do for the City of Fond du Lac Police Department, but trust me; just like everyone else in this field there are those days I wonder why I selected this as my career. That is why I so enjoy attending NAFTO, as when I depart the conference and I come home with a good outlook and it brings me back to reality and a fresh start. 

A little about my personal life and trying to shuffle my entire career responsibilities around that: I am a single mom of a wonderful 9 year old son Mitchell John. Mitchell is very, very active in the sport world and we are constantly on the go; just like every other family! Mitchell plays football, travels with a basketball team. June of 2001 Mitchell and I went to Memphis, TN where Mitchell played in a National Amateur Athletic Union Basketball Tournament and THEY WON... Nationally the only team representing Wisconsin, it was awesome! Mitchell and I have a very close bond and his is my lifeline. 

Let me end saying that Wisconsin NAFTO State Board and the representatives from the regions are currently planning the 2002 NAFTO conference which will announce Wisconsin’s 10TH Anniversary.
